He's basically saying : go tell the woman who is the one in five that she is in fact beautiful. Which would be a good and bad thing in its own. Maybe he's saying she doesn't feel beautiful cause she was just raped or maybe he's saying she needs to hear that to help her heal.
I felt like he was talking more about how "you're beautiful" wouldn't make the women who were raped and suffer in silence feel any better, and how awful it is to live in a place where you are told you're lucky to be ugly because you won't be raped (which isn't even true, attractiveness does not mean a higher risk of rape, babies are raped, 90 year old women are raped, appearance, age and everything else people cite has nothing to do with it.)
