Doubt it. He probably just really likes food. You should see my dogs. They come running if they even hear us going in the kitchen. Theyre fat, happy, and loved. :)

No. I think he meant, "they MUST starve that dog". As in breeds like that aren't real dogs, and shouldn't be encouraged to continue living.
