I always keep my Hyper Beam wielding Rayquaza when I try leveling up weak pokemon.

BURN THEM ALL PIDGEOT!!

I don't why,but I always level my pokemon about 20 levels higher then the pokemon in the area, I face the gym leader and go to the next place and repeat the process.
