It's a fake pool, an illusion. I believe there is a door blending into the sides where you can come and go as you please.

Yea. It is like a room. And there is water between two glases. So that looks like you're inside the water.
And there is a door where you can enter

It's in the Kanazawa museum of modern art, there's a staircase elsewhere in the building, the 'water' is just plastic.
