Does this apply to a dog in a car with the temp well below freezing? And the owners don't come back for a couple hours

One time, my family and I were walking into a NASCAR race and I saw a little white dog left in a car with the windows cracked open. Parking for NASCAR is literally acres and acres and acres of open field where people just park. This car was parked fairly close to the track, meaning it had been one of the first cars there and had been there for a long time. It was also the middle of the summer. Needless to say, I was PISSED and I reported it to the police.

I meant (and fixed) that they were cracked open. Not totally open. Regardless, races last hours and there is no way anything could survive in a hot car for that long.
