It seems not. If your ear was cut off, you'd have a hole there, instead. But in the third picture, there's nothing there. My guess is no, she can't hear out of it.

the only thing i wondering is: does she have to re-aply the ear every morning? or is it permanant?

Problem is she is so young and she will get older so they would have to redo it every so years if it wasn't reapply.
