The commas in that number are bothering me. Is it suppose to be 367,142 or 3,670,142?

In India there is a different system of counting. We don't use millions but lacs which is denoted correctly in billboard. Not every country uses the American system.

So how does it read then? Is it like three hundred sixty-seven thousand one hundred forty-two? Or is it read some other way?

"American system" actually it's the latin system, has been around since the founding of the Holy Roman Empire and is acknowledged as the international standard.

Cool concept, except if you tell someone how nice it would be if everyone else wasn't driving as much, how does that motivate that person to drive less?
