The noodles are compacted because when heated with water, they will expand. Once expanded, they will fill the cup. You're not being cheated or ripped off. If the dried noodles filled the cup completely, once heated they would overflow. It's done this way on purpose. Just like a bag of chips and air.

The "air" in chip bags is actually nitrogen

The air in the chips bags isn't there originally. When the chips are filled into the bag, it fills to the top. But as it travels and is sealed, the chips settle, therefore creating more room in the bag.

I'm well aware that it is nitrogen. I'm also aware that it's used to keeps the chips fresh and prevent them from crushing.

C'mon guys! Really??? Thanks to that gap, without that gap, the noodles wouldn't have space to expand. Hot water go to the bottom and the noddles get "cooked" from bottom to top. If there were no gap, no noodles in 3min for noone.
