there is another technique. they'll cut a few layers out of your skin and you'll get a scar like a flower, or what motive you've wanted
Most tattoo artists I know refuse to do white ink and really pastel color tattoos, because after healing they tend to look infected, and like they are still healing. I say go with black light ink tattoos, those are my favorite I love mine!

What you're talking about is scarification.

They can look alike, but scarifications are more 3D (they're actually scars) and, in my opinion, more dangerous (they can get infected more easily)
