Where did they even get the scale ? Did someone kill a dragon ?

Dragons constantly shed their scales so, they probably got it from the elder dragon.

A dragon wanted to play with children so they took some of their scales and added magic and blew the scales to the human world. When a child found a scale they said a rhyme and got to dragon land.
