Climbed the Eiffel Tower and found this at the top

It's been a few years since I've been there but I don't remember any lockets on the actual tower. What I do remember is that there was a wall were lovers could write their names, or anyone really.

Then they began to cut off the locks due to the weight of them, making the bridge structurally unsafe. :/
