Russia has oil?

Putin does what he wants when he wants.

Sounds cool, but that doesn't make it good.

Seeing as they've been allies for a long time and Russia shares technology and weapons with them it seems like a no brainer.

True, but the timing kinda sent another message. It happened after American diplomats were refused by China, and right after Obama set new economic sanctions on Russia for their role in the Ukraine conflict. Basically, China said "you're not powerful anymore" and Russia said "oh cute, you're going to intimidate us a couple pennies at a time? Here's our reply: we're getting richer!"

Doesn't want to, or isn't allowed to? US government could be refusing to use it

It's because it's reserves, they'll only use it when supply lines are cut. (Like when a third World War breaks out.)
