In most cases, yes but there are some strange instances where they're actually telling the truth

I hate it when people don't say stuff to my face it's like if you don't want to meet me then fucking say I don't want to meet you.

Exactly, it makes me mad too. I know you don't want to hurt our feelings but being upfront is better than making us wonder.

Sounds like a couple of my coworkers talking about GTA V. One hasn't shown up EVER, while his teenage kid has TWICE.
God, I can't stand flakey people.
