Idk why they say it's not a planet then call it a dwarf planet. And there are one or two more further than Pluto that are also dwarf planets. So couldn't there technically be another set of planets like how we have the inner planets and outer planets ? ( keep in mind I'm not an astronomer so I don't know everything )

The orbit is not on the same plane as the others, and is far more elliptical than the orbits of other planets. It is also small, so it is more like space debris orbiting the sun, so just like a commet or meteor, it cannot be considered a planet. (I think that's the correct explanation)

And if Pluto got closer to the sun it would get a tail and become a comet.
