There was a city named pompeii lying right underneath Mt. Vesuvius, an active composite volcano which was a super bad idea. Everybody in the city had multiple warnings that the volcano would erupt but they didn't listen which was really really dumb and the volcano erupted and nobody in the city was saved. The end
Also note that Pompeii lay undisturbed for more than a thousand years, so it's been preserved really well. It's a great insight into the lives of the Romans.
And I'd like to point out hashslingingslasher was kinda wrong - they said the people had multiple warnings, which is untrue. Up until that point, people simply did not know of volcanoes - the thought Vesuvius was a mountain, and the tremors caused by it simply the gods inside. Therefore they had no warning other than a huge earthquake, Vesuvius blowing its top and the pumice and ash falling, by which time it was far, far too late.
(Fun fact: the word 'volcano' comes from the Latin name for the God of Fire, Vulcan, and it was Pompeii that first made the Roman people aware of the phenomena.)
Btw everyone in Pompeii was horny as fuck and the were dicks carved everywhere. Also, you guys HAVE to read some of the graffiti they found, its hilarious.

The "dicks carved everywhere" weren't actually there because "everyone... was horny as fuck" (as you so delicately word it); the sculpted phalluses acted as arrows for those searching for Pompeii's brothel, the shafts of the penises pointing the direction and providing a guide for anyone wanting a prostitute.
aliens of stone crash-landed under mount Vesuvius and were going to use the heat from the Earth's core to turn all humans into creatures of stone like them, but instead the Doctor and Donna go under the mountain and blow it up while safely in an escape pod, but that causes lava to burst from beneath the earth through the mountain and kill everyone in pompeii, except for a single family because Donna convinces the Doctor to bring them to the hills in the TARDIS instead of the beach, where everyone else went
To ns and specialagentjesus the actual reason the Romans had dicks on everything was because they believe that it was good luck and they would be protected by the gods (this is true go look it up)

No, in the case of Pompeii and the sculptures on the floors and walls, it was to point to the brothel.
In general worship, the phallus was used to symbolise fertility and strength - but they weren't everywhere and used as good luck. They were just used in circumstances where these two aforementioned qualities were being focused on.
