I believe the dots are supposed to symbolize common stereotypes. The Germans are considered very organized while the French are not. I could be wrong, but that was my assumption
Visitors from different countries tally themselves differently. US visitors, for instance, tally themselves haphazardly, Japanese visitors tally themselves in relatives straight and precise lines, and the German visitors seem to have a very regulated and organized mode of tallying themselves.
