Miley was crying because she dedicated her moon man to children who are homeless in the US. She sent a teenager who is homeless on the stage on her behalf to accept the award for every child suffering from youth homelessness and to raise awareness about the situation.

I think it looked like she was fake-crying in the video, or at least exaggerating a lot. Didn't seem sincere.

I think it was sincere to an extent. But it did seem as though she FORCED herself to cry.
