No it neutralizes the acidity of the product.

but cleaning products are more often basic because acids eat at pipes and whatnot. Bleach (NaClO or some other [alkali]ClO), ammonia (NH3), and drain cleaner (NaOH) are all basic and common cleaners.

Because milk is a base and cleaning products are acidic and the milk neutralises the acid

Milk is actually quite neutral, slightly acidic. The reasoning for drinking milk is to dilute the poison whatever it is and also when the milk curdles in your stomache it coats your stomache and intestines increasing the time for poison to leech into your bodies lining.
