Do some stalls not have them? Every stall I've been in has them, even in the men's room.

Better yet bathroom doors that are hands free.

They stopped doing it in some places since thieves would just reach over when you were using the bathroom and grab your purse. And you can't just give chase... (Some thieves actually started putting the hooks back in the stalls after they were taken away).
