What they mean is that you need to slow down and leave more room between you and the car in front of you, that way you don't NEED to brake so often. You may be following too closely if you have to hit the brakes all the time.

I almost fucking died the other day because some stupid cunt slammed on her brakes on the highway. I was about 2 - 3 seconds behind her. It was because of a fucking cat. I almost died because of a girl trying to go from 70mph to 0 in 2 seconds... to save a cat
