Why does it pulse..?

Thanks, now I need to pee. And to answer your question, it pulses because it is a .gif, part of a movie, cropped to fill a certain time frame and it just loops over and over on the few seconds until you get bored and move away. The pulsing sensation is due to it not being cropped perfectly.
