There are plenty of videos of Mexican cartels doing it. And they actually show it. The difference is that there's always been a "war" on drug cartels. An "Islamic" extremist nation rising up and taking over the Middle East is a pretty new concept.

A couple really, well they don't just seek money that also seek power and want to make people fear them. And how do they do this, well they go to cities and randomly just people or go to concerts create a shooting and they tell the artist of said concert to write a song of what just happened to gain recognition thus gaining power and infesting fear in people.
