I think it's because dogs attack people on the streets. Cats barely do that since a lot of them are in their house/garden most of the time. When they bite someone it's their owner or a visitor. But that's dangerous like hell. When my cat bites me it's playful and she doesn't want to harm me but if she bites too deep I could loose my f*cking arm.
honestly- I'm terrified of cats, but put a Doberman infront of me and I don't have any issues- think it's because dogs are louder...never know where cats are. anyway, I think it's because while a cat could do as much damage, compared to a dog, their bite isn't as strong and they're easier to get off. Dogs are sturdier and in some cases bred for fighting, guard dogs or hunting/pest control. Almost every dog breed will have a stronger jaw than a cat and once say a staffie has it's jaws on you, it takes a fucking lot of effort to get it off. a cat's teeth I think are sharper- it hurts of course, but it won't take as much to get it off- they're more delicate than dogs, they aren't bred to fight eachover or other animals. Another thing with cats is that their main weapon apart from teeth is claws, which of course are probably filthy. With a dog, it's the immediate damage you mainly have to worry about- with a cat, it's the risk of infection later on.
Cats usually scratch stuff to sharpen and clean their claws. That's why they tend to tear up furniture if they don't have a scratching post. (Except the back paws. They can't retract so they're constantly wearing down.) They have a risk of infection because it's exposed flesh.
Dogs teeth are bigger therefore can bite deeper and dogs are typically are bigger than cats like if a Chihuahua bit me it wouldn't be that different from a cat but if a german shepherd bit me...
For the same reason its more "ok" for a woman to hit a man than it is for a man to hit a woman (ya ya, I know its not ok for anybody to hit anybody, just going with the majority reaction to it). Because cats/women are smaller and less threatening, while dogs/men are big and scary and could overpower you and kill you or are more likely to cause more damage.

Doesn't make it right, and it doesn't mean that a cat couldn't kill you or a woman couldn't be stronger and more threatening than a man, but in general thats the way it is.
Well, dogs are bigger and have more a chance to seriously maim you. I was bit by a large mastiff and have been attacked by a "Cat from hell". The cat attack merely needed some peroxide. The dog bite (just a bite and he wasn't even meaning to bite me) sent me to the medstop, and possibly the E.R. We had to put the dog down because he was becoming extremely irritable and began staying in a rage. He would get ticked off at my puppy and would growl and bark at me and my mom. He never did that and supprised us. I dont fear dogs, but they have earned a reason to flip out over attacks.
So? There was a lion that killed a guy at a zoo near where I live. Everyone freaked out but, the guy had dine something to provoke the lion( it was his handler and he was doing the show differently and wearing something different to what he normally does). All animals will attack i provoked and yes some can harm you more than other but dogs and cats really aren't that different
A dogs bite is very strong and they have claws that DO NOT RETRACT. They are usually jumpy and have longer muzzles for more area they can bite. Dogs are more likely to get rabies since they are usually outside. Cars w are normally lazy. I still have scars from our dog.
