As with any group, it only takes a handful for the overall impression of the group in its entirety to be tainted. It could be cops, it could be people of ethnic backgrounds, it could be certain religions, but in the end, all groups are impacted by the behavior of a few.
You can certainly condemn police brutality. But I think you are looking at effects and not causes. These police are patrolling violent neighborhoods. If we wanna stop police brutality we need to stop the violence in these neighborhoods.
Police brutality doesn't always happen in “violent neighborhoods" with violent residents, though.

I would argue it is more likely to occur there. Agreed that not all police brutality happens in high crime areas but I would say the vast majority does.
Patrolling a violent neighborhood doesn't justify police brutality. It's unacceptable anywhere that it happens, so we can't blame particular neighborhoods for it.

I'm not blaming the neighborhood. I'm blaming violence.
One wonders if guest has ever tried being a cop, let alone one in a bad part of town...

Probably not. But guest is not wrong to say police brutality is wrong. I'm just trying to bring context to a problem. By addressing the root cause we will see not only far less police brutality but also less people killed in violent crimes.
Police brutality is never supposed to be a part of policing. Shitty neighborhoods are not the cause of police brutality, shitty police officers are. Whether its from lax training or bad character or whatever, officers are responsible for their own behavior.
I do understand that if there was less violence in general there would be less incidents of officers being overly violent, but that doesn't really solve the problem, it just makes it irrelevant (hypothetically).
