South Park > everything. I know the art style isn't the most beautiful one but damn, they're the best at criticizing something and pointing out society's problems. It's always incredibly spot-on.
The anime face one is pretty inaccurate actually, too sharp and a little awkward. I LOVE that they put a totally spies one on there! I haven't seen it in so long!!
No it's not. That's like saying that Soul Eater isn't drawn in the anime style because the only anime you've ever seen was Bleach and it doesn't look like Bleach. Those are different styles of anime, depending on the artist.

2: Anime is kind of an asian alternative of what we call cartoons (except they're not always for children). It's a way of animating and just like cartoons, the styles of various artists may differ by far. I don't see a set of specific rules for cartoons, and even if they exist, I bet there are many shows that don't respect these and they're still called cartoons, just like this anime style doesn't fully follow this proportion system of yours but everyone can still recognize it's anime.
(Yes, comparing anime to cartoons is usually stupid but in this case it serves to demonstrate my point, so don't nitpick on that too)

2: Do you want me to repeat myself, have I not made myself clear? Would you tell a Japanese animator who's working on an anime that his/her lifetime work isn't anime because "muh proportions"? Just like each cartoonist has their specific style, every anime animator has theirs, and nobody fucking cares if it's one pixel too much for correct proportions as long as they're able to tell it's anime by looking at it.
I thought the point of art was not following some stupid boundaries as long as the human mind can recognize and associate it with something that's (more or less) real. But yeah, if you want to waste your whole day on measuring the proportions of characters and then rant whether or not they're actually anime, go on, I'm not gonna stop you. But when it comes to art, I always relied on my gut and imagination rather than measuring. I thought that's what it's about.
1: in japan any animation is considered anime but they believe that the manga art style is completely different. Manga and the anime's based off of them follow certain proportions I'm tired of your shit so shut up
