No he's not. Elmo is from Sesame Street. Kermit and Fozzy Bear are from the Muppets.

Way back at the beginning of Sesame Street, Jim Henson created the Muppets and the residents of Sesame Street. They originally starred together, but then the Muppets broke off and had their own T.V. show.
