Cuz if someone who is suicidal is lying on the tracks and the train is coming, and I he conductor slows the train down, but just not enough, and the train gets to the person, that wedge will save them.
Lots of ifs.

The drag that would cause would make the train inefficient and waste fuel

Nah, the V shape would redirect the flow underneath the train giving it slight lift, contributing to it's efficiency, eleviating traction.
