I'm pretty sure that's forbidden? At least here in Germany.

I remember hearing somewhere that all the people with the last name Hitler (or at least in most parts of the world) changed their last name??

And it would just be horrible to name a kid that in the first place. It would be insensitive of the parents, embarrassing and terrible for the kid, and just plain wrong.
