Australia? Not sure about the "arctic" conditions but definitely freezing/snow conditions and all the rest + rainforests.

California alone has all four conditions, all within a few hours driving distance, depending on the season.

yes, they're seasonal, but Chile is year round, some car makers do testing there as they can do it in one place
