Sure, if they do it, it's a world record. If a regular person does this, it can be mistaken for a terrorist attack.

It's a nice gesture but everyone realises that the balloons will eventually pop and fall down, often into the ocean where animals can choke on it?

Yes that's what happened. Also there was a lake nearby and all the balloons messed up the boats by getting stuck in the propellers. Also I'm not so sure how this happened but 2 people ended up dying. So I guess you could say this event was a failure.

I hear that when the balloons fell on the lake some people were drowning and the lifeguards couldn't tell their heads apart from the balloons.
