Without knowing the make/model of the car I have no clue however the tape on amazon runs from $9 to $42 dollars dependent on length and width.

I don't see how it would be illegal its just tape which would be the same as a reflective paint, besides certain vehicles are actually required to have some reflective tape. But use caution and check with local law enforcement first.
