Harry and Ginny were 17 and 16 when Tonks and Lupin died. I feel like, even in the wizarding world, child wizard services wouldn't let teenagers raise a baby.

in the wizard world you are a full fledged wizard at the age of 17... I think, i read the book like five years ago but I'm pretty sure that reaching the age of 17 in the wizard world is the equivalent of reaching 18 in our world.
