When you go through a toll both without having a sunpass for example, they take a photo of your license plate and fine you for not "paying".

It's because they can't charge it to your lisence plate number

When you are on the 407etr there is no sun pass or ez pass lanes, you cruise through at 70 mph and the line of cameras photographs your plate.
