I agree that shame should be used as a disciplinary technique, but this is borderline harassment. This shouldn't happen, and I'm glad the girl stood up for herself.
He's also touching her, which you should never do unless it's like a tap on the shoulder or something simple. In this case it could be classified as assault.

He deserved it. Not only is he touching her but hes yelling and has his middle finger up. This guy gadda go to jail
no teacher should be permitted to put their hands on a student unless it's for a hug. This girl had every right; she acted in self-defense, and the teacher made the situation even worse by being a grown man and hitting a little girl.
It's one thing to be disappointed in your student but another to think physically assaulting them will help,

Physically assaulting her might be a bit much... He's not hitting her or assaulting her. He's just poking her angrily lol
Teachers aren't allowed to touch their students unless for hugs; that's how I grew up.

Well, I think the difference is how it's done. Like someone can pat you on the back as congraulatory, or they can do it because they're mad. One is assult the other isn't.
So like in this case, the way he's doing it along with the yelling and public shaming, I'd consider it assault. And also that the girl is a child so it's not like he's doing it to a grown up.
