I'm just curious. Normal cigarettes produce secondhand smoke, which is almost worse than breathing it it when you smoke it. But vaping doesn't have unfiltered smoke coming out of it. Just whatever you exhale. Why wouldn't that be allowed?

It's not water, it's usually propylene glycol and we don't know yet what the health effects are over long term exposure either first- or second-hand, because we haven't been doing it long enough to have studied it properly.
