I don't understand the physics behind this... he couldn't put the vodka on the full water bottles and he couldn't put the water in the full vodka bottle... or did he throw away the water in the other two bottles to make room for the vodka?

Empty the water bottles, fill with vodka. Refill vodka bottles with tap water.

He dumped out two water bottles used those to put the vodka in and then used the two remaining bottles to fill the vodka bottle with water.

he went to the toilet so he obviously dumped the water there to put the vodka in the bottles
