Shot guns are almost exclusively used for hunting. Other than in movies, its extremely rare that a shotgun is used in any type of crime. I don't see any problem with 8 year olds hunting for quail or ducks with a shotgun, as long as they've been trained properly.

Hunting weapons are different from self defence weapons. Something for shooting birds is fine, and the license is a good thing, because it means the weapons are being tracked.
