I'm not sure about the Disney universe, but Thor wasn't around for TheCivil War. Not the real Thor anyway, iron man created a cyborg clone of Thor and called it Ragnarok.
Thor does come back later and learn about the events of Civil War. And boy is he pissed at Tony. The two get into an awesome confrontation; Iron Man really sh*ts his pants... or suit.

Well, I was a bit irritated with this, because in the Comic Books he actually lifts it and is worthy. It would make sense that he didn't want to embarrass Thor so he wouldn't lift it. But he is Worthy.
Well I also think it's not only the personality and what not he is fit to rule he is the leader of the avengers team and he does have a very long life which in of ins mind humans are not worth anything because our short life span but cap has a longer life span than us so it would make him more worthy in the all fathers mind and it is what is worthy to Odin. Odin wants Thor to be a humble hard working great leader and that what cap is and the long life also plays part in the deal as he fits of ins bill... No?
