Dogs wouldn't be able to swim with a full grown adult clinging to them though would they?

The average dog can support 8 pounds of human to every one pound of dog. So a corgi, which weighs on average 30 pounds, would easily be able to support the weight of a human.

There are also other breeds, like the newfoundland, which were bred to do water rescue. And they are large enough to support even the fattest human. Cause I dunno if corgis would be the best choice.
