Well, at that time they could see it as "well, if it goes wrong then we can have him die instead". It was a pretty racist place at the time, it wouldn't surprise me if they'd do that as a kind of test subject

That isn't the origin story or him. Falcon fought with Captain America for decades and then he became captain.
