Well, it fits with elves in a lot of other fantasy. A common trait I've found in elves among many different books is that they have very, very static societies/technologies/policies/etc.

Especially considering tolkeins elves are immortal and can only be killed in war

Exactly, so why would need better weapons? To be more immortal then they already are?

Oh and those are two different elf societies the top is Rivendell and the bottom lothlorien

Um, it says 3000 years. And the only thing they have seemed to develop is a dwarf hate party, and some very sassy attitudes. Go figure. :)>
