it does sound more like NYC; I've lived in 5 different countries so far, and felt most at home and welcomed in the UK. Strangers jump to help strangers, people start polite conversations everywhere (cafes, bus stops, pubs) and about the accents? by all means, ask about it, they're very proud of their country and place of birth.
And my boyfriend loves it when I point out his accent.
