Parents allow kids that age to properly handle weapons, typically smaller caliber handguns. A weapon, like a drill, is a tool. Both dangerous? Yes, but under the supervision and proper care taught by a parent, a tool is used for its intended purpose safely, like a gun.
Parents in USA might allow that. The majority of people on this goddamn earth would typically freak out at the thought of their child handling a fucking weapon designed to kill people, so, please, don't get all patronising on this issue, alright?

Personally, I think kids have bigger chances of growing up as capable adults if they actually survive though their childhood and have all their fingers still attached.
Yes it fucking is though. Kids need to be exposed to the real world, tonight how to do real things, and know how to be a responsible person. By not teaching your child any of these, you set them up for failure. If their car needs an oil change, but nobody ever tought them (THE FUCKING PARENT) how, they are going to waste time and money by going to a professional. If her wall got a hole in it, and she didn't know how to use a god damn drill, she would have to hire someone to fix that shit. By not exposing your child to real world issues and problems, big or small. You set them up to dependent, clueless people, who don't know how to take care of themselves or the people around them.
