To compare the job of a police officer to that of a lawyer is asinine. They're two completely different sectors of the judicial system. A police officers job isn't to learn the law. The police are responsible for the prevention and detection of crime and the maintenance of public order. A lawyer's job is to prosecute or defend someone accused of disturbing order/breaking the law.
8 years? What law school is that? I went to law school. It's 3 years. And you don't learn much about current laws (they change so much). Mostly history and how to lawyer :)
That's almost like saying that it takes doctors 8 years (4 years undergrad +4 med school) to learn medicine, how can we expect paramedics to learn it in 6 months.
Cops learn how to enforce the most basic laws and rely on the DA and ADA for counsel for other legal matters. Lawyers don't learn the laws. They learn how to manipulate, circumvent and bastardized the laws.
