As someone who raises guide dogs, I know they give you an ID for the animal that shows its been trained by professionals and is a certified service animal. The blind partner must carry it with them at all times.

Can horses be trained in the same way as dogs though?

After a quick google search I have discovered that guide horses seem to be better options. They Live much longer, are most cost effective because dog training is in sub high demand, they are really calm in chaotic situation and are very focused, they have a better memory, they have better sight, they have more natural instincts so they're always looking for danger, they have higher stamina, and they don't crave human attention like dogs do.

And don't forget that horses are very intelligent as well, they are also much stronger than dogs and could nearly effortlessly pull an unconscious charge out of danger.
