Maybe every public beach? I'm still wondering how it's going to stay stable over time.

most public beachs have things like this, you just cant always see them because theres a layer of sand obscuring it, but its still more than able to serve its purpose. fort myers beach has these at least partways on every labeled beach entry, and some go a lot further than others.

Why does it have a handicap symbol? Can only handicapped people use it?

it allows wheelchairs to go into the sand, loose sand, the type of sand you find between dirt and the part where the sand is wet and packed, wheelchairs cannot really be pushed through, so a path is created, either obvious like this one, or by putting down mesh or webbing an inch or two under the sand is created, so a wheelchair (a normal chair, not a beach chair with giant tires) can go down it without becoming mired in the sand

at the beach i go to they have special wheelchairs that can roll on the sand
