Aw man, I just visited Portland like two months ago and I didn't see that! Now I'm thousands of kilometres away...damn.

This would have been drawn fairly recently, the Simpsons were literally created on the spot in the early 80s for the tracy ullman (sp?) show so Matt Groening wouldn't lose the copyrights on his life is hell strip. The first cartoon was directly animated from his rough sketches there was so little foresight. Also, his style has evolved quite a bit over time, and this is his most current rendering of bart. In other words, not graffiti, he was given permission.
