No, in every grade there are people born in different years. In my class, some were born in 99 and some in 98. Furthermore, Chinese New Year starts in February, so if you were born in 99, but before Chinese New Year, you are a tiger, not a rabbit.

With the years I think it depends on in what country you go to highschool, in Sweden all who are in the same class are born the same year, unless a person has skipped or been held back, but they usually know about it ;) So it would be very few that are in a different Chinese year than the rest of the class. In England on the other hand I think it depends on when you are born (month), so if you are born before september you start school that year, after september you wait until next year.
