They would not raise their hands as seen if they would get the ball. They would tackle and ruck the fuck out of him..
So yeah. They are helping.

There are rules on how you are able to tackle, so they were just waiting until they were able to get the ball from him.

As a national team player for Norway and a ref, I know this very well. But they help him.
They can not tackle the lifter, because he does not have the ball.
But in this match they helped. The ball went out behind the lineout, and was passed on down the line.
