I think the top is them making the bricks while the bottom is people actually laying the bricks in a pattern, hence the different colors.

In that case they should have designed their brick cutter so that it doesn't produce two wasted half-bricks every alternate row. I can't think of a design that wouldn't produce more waste than that but surely someone could. Or perhaps the partial bricks can be ground up and the material used again. (Yes, I just spent 10 minutes thinking about brick-making.)

The top picture is an example of stamped concrete, where you stamp a pattern into it

I use to work with bricks and tile and such. Those half pieces get used all the time and actually produces less waste.
